Governments exist to serve the governed by securing their material needs and their rights in society, and for no other purpose.
The legitimacy of a government thus depends upon its efficacy in securing those rights, upon its service to the people, and upon the consent of those people. Government must act for the people, operate through the people, and emerge from the people.
People have a fundamental right and obligation to alter governments which lack this legitimacy, and to replace such governments with new government which they believe will have this legitimacy.
